Nowadays the slogans are becoming more frequent and risking to become the fluent phrases. However, there is nothing new about them, for the slogans to restrict the brain drain and develop science were communicated 10 years ago. Anyway, the brain drain has not been stopped yet and the science is poorly financed as compared to the Soviet period particularly.
To grasp the essence of Russian science it is quite enough to pay attention at one of its spheres.
The role of analytical chemistry is crucial in all the life spheres.
Analytical chemistry is the sub-discipline which determines the successful functioning of medicine, biology, soil science, metallurgy, synthesis of new materials, space exploration and development of the fundamental science in different directions. It is the all-seeing eye of a researcher and universal means of control in various fields of human activity. No technical progress can be imagined without such a delicate tool.
Combination of science and business is the main and characteristic feature of A-TESTex.
It is the only chemical exhibition which specializes in the analytical sphere. It focuses on the industry problems and top technological trends.
The show is also the meeting point for the engineers and the lab workers applying the analytical equipment in their work. Every year the fields of chemical analysis application are extending and it gains new opportunities. And it is the main industry development trend.
In this concern the practical value of the exhibition is difficult to underestimate.
It is the review of brilliant elaborations; an attempt for the leaders of the industry to make a statement; exchange of experience; and the fine marketing point for the engineers of new devices.
Peculiarities of the show 2008
A-TESTex has moved from the smaller Sokolniki exhibition centre to the more spacious Crocus Expo which opened up new opportunities for the exhibitors and guests.
The very first exhibition day demonstrated the main analytical forum would be a success. Space, comfortable booth allocation and fresh design of the traditional exposition.
For the last two years the number of Russian companies participating in the event has increased considerably. It is great. The fair showcased the achievements of Russian science and technology in the analytical industry, which is especially true for the small commercial firms. Many large state enterprises decayed in 1990’s and their basis gave raise to a number of small but dynamic and effective new private companies. They work out and produce the larger part of new tools, reactives and accessories for chemical analysis. These young prospective companies demonstrate their elaborations at the show .

A-TESTex / Analitika'2008 successfully demonstrated that the analytical chemistry market has very good prospects, and the new exhibition space has opened a new page in its history.
The show will develop. It has proved its efficiency and is rapidly progressing.
As the exhibition will become more prestigious it will attract a largeê nimber of companies.
In future it can become one of the world’s best analytical exhibitions just like the Pittsburg exhibition organized annually in March and attracting about 30, 000 scientists and specialists.
This issue was discussed at the meeting of Andrei Lapshin, the President of MVK, with the representative of JAPAN ANALYTICAL INSTRUMENTS MANUFACTURERS ASSOCIATION which took place on the first exhibition day. During the meeting they also touched upon the possibilities for organization of the national Japanese exposition in the framework of A-TESTex 2009.
The Association was founded to support the science and industry by improving the quality of analytical equipment and supporting the analytical industry in general. The Association organizes JAIMA Show, the largest Asian exhibition for analytical equipment and tools, held every August in Japan.
A-TESTex actively cooperates with SPECTARIS (German industrial union for optic, medical and mechatronic technologies) and INAG, the sister Munich exhibition organizing ANALYTICA, the foremost international trade fair.
This work is coordinated by MVK Messen GmbH, the first international MVK subsidiary, launched in 2003 and selling the exhibition spaces for European MVK shows.

Does Russia need the state control over the circulation of chemical substances?
In November 2005 at the session of the Committee for Business Security of the Russian Chamber of Trade and Commerce and Russian Chemists’ Union the businessmen, prosecutors, Ministry of Internal Affairs of the Russian Federation, FDCS of Russia, Ministry for Industry and Energy, Ministry of Public Health service and Ministry of Economic Development voted for establishment of the strict state control over the precursor’s circulation.
The panel discussion: Changes in the legislation of the Russian Federation regulating the turnover of narcotic, psychotropic, drastic and poisonous substances and their precursors was dedicated to this burning issue. It was organized by Mvk International Exhibition Company, Federal Service for Control of Drugs and Psychotropic Substances Circulation and Roschemreactiv.
In recent times some mass media was arguing such control would become the additional administrative barrier for the development of the chemical industry. Does the modern Russian economics really need any extra administrative barrier? Why does Russia need to control the circulation of chemical agents widely applied in industry, science, technology, health service, agriculture and everyday life? At first sight this may seem inappropriate, but only at the first sight. The issue must be considered in the context of the disastrous drug addiction situation in Russia.
At present time the penetration of drug crime in the economics deteriorates the financial relations and destroys the economic stability in Russia. Ðîñò The increase of the illegal drugs constitutes a menace for the national security of Russia and the health of the present and future generations. Recent increase of drug addiction has become one of the burning criminal and social problems. Solving the problems requires active measures against their illegal production and distribution. Russia is losing thousands of people. Much money is spent on liquidation of negative consequences.
Alexander Shenderei, the Head of Federal Service for Control of Drugs and Psychotropic Substances Circulation, stated that the measures aimed at establishment of strict state control over the precursors’ circulation are not actually determined by the enforcement of the Russian legislation in this sphere. Their main purpose is creation of the plain and effective system for the prevention of the illegal circulation of precursors and at the same time not interfering the development of chemical and other industries of the Russian Federation.
This approach of the Federal Service for Control of Drugs and Psychotropic Substances Circulation is supported by V. Ivanov, the President of the Russian Chemists’ Union which includes about one thousand of large precursors’ manufacturers and consumers and othe legal market players.
Besides, the framework of the show included 6 thematic seminars touching upon the modern tendencies in minor instrument-making, aspects for nanoindustrial technologies application in chemical industry, peculiarities of the EBRO measurement equipment application and advanced technologies for atomic absorption.
Apart from the Russian companies, RAS analytical chemistry research council the show also welcomed the guest from the USA, Steven Vesson (CDS Analytical Inc). He made the report: Application of thermodesorption for air control and other spheres.

Testimonial from a foreign exhibitor
Me and my colleague GianMarco Vimercati went to Moscow from 21st to 25th April 2008 for attending the 6th edition of the international exhibition A-TESTex (Analytica), which dealt mostly with nano and biotechnologies, measurement devices and chemical laboratories accessories.
The exhibition was held in MVC Crocus Expo and the organizing company (MVK Internationa) provided a system of free shuttles, leaving from the Metro Station “Planernaya”. Finding the starting point of this bus was the hardest part of the “travel” to the congress centre: we arrived at the metro station and saw a huge advertising on the roof of the building…That made us think that the shuttle bus would have passed through the square behind the station. Actually, after 20 minutes wait, I noticed a man and a woman with a poster (written in Cyrillic only!!!) containing all the indications for reaching the bus. In any case, excluding this little problem, the service provided was very good. Once we reached the exhibition we were impressed (we are engineers!!!) by those devices we usually use in our work: microscopes, machines for tensile tests, able to make tests on polymers too… The device that made us astonished was an automatic microindenter, able to make hardness profiles in a completely automatic way, calculating the hardness values through an imaging software which determines the imprint dimensions using the brightness differences between it and the basis materisl…Impressive!!!
We also noticed (and we are really glad for that) that mostly microscopes used INCA softwares, the same that we use for our Scanning Electrones Microscope.
Concluding this brief report, I cannot help being very satisfied about this experience and I want to congratulate with the organizing staff for great job done.

Analytical chemistry. Short historic review.
The research studies in Italy, France, Germany and England started in the 16th-17th centuries, and in the 18th in Russia. And science in china counts about 100 years despite the large civilized baggage for the last 2-3 thousand years.
Analytical chemistry formed in Russia in the 19th century, and the chemists’ community was formed no earlier than in the 20th century. In the 18th-19th centuries this chemical discipline was studied by such specialists as: M. Lomonosov, T. Lovitz, G. Gess, G. Struve, Yu. Frippe, F. Bilstein, M. Ilyinsky, N. Menshutkin and others. They did a lot, though the 20th century was the most productive. Among the foremost chemists of the time are: M. Tsvet, L. Chugaev and Soviet chemists: N. Tananaeva, A. Babko, I. Alimarina, K. Yatsimirsky, physics-spectroscopists, mass-spectrometrists, analysts-electrochemists, specialists in organic reagents, complexation, etc.
At present time Russian analytical chemistry is developing in different directions. General situation in Russian science diminished the contribution of the Russian analytical chemistry in the world science. The researches are carried out only in a small number of institutes due to poor financing of the sphere and lack of hi-tech equipment. Academic analytical chemistry also attracts few young specialists. On the other hand, the analytical instrument-making is reviving; in some universities the students are attracted by analytical chemistry; the international links are strengthening; Internet solves the problem of information support.
Analytical chemistry is widely applied in all the spheres of production and nature protecting activities.
Substances and materials are important components for production, nutrition, health services and society’s life support. The quality of substances and materials is the main criterion for their application in all the above-mentioned spheres. There three basic parameters for the materials and substances quality: chemical composition, structure and property. The parameters are determined with the help of material scientific diagnosis and analytical control (AC). Materials and substances cannot be provided with the sufficient quality characteristics without the profound AC. Thus, AC based on chemical analysis is the guarantee of the high quality of materials and substances. Invalid and instable results of AC can lead to severe financial losses and even have catastrophic consequences.
Thus, the quality control must be high-quality as well.
Thus, provision of the high-quality AC is the integral part of planning, organization and carrying out of analytical tests. The complexity of control is basic for this activity. The quality of any analysis is based on setting the task: what, what for, according to which regulatory documents will be analyzed. Then come working places, main and auxiliary equipment, agents, standard samples, methodological and information support, basic and supporting personnel, system for internal and external test quality control, improvement of the staff’s professional qualities, etc. Every link in the quality control chain requires special research, methods, documents.
The lab must consider the issues of AC quality all the time participating in the Interlaboratory Checking Tests (ICT) which are the basic indicators of the analysts’ work. Accreditation of a lab is the most effective procedure in the complex quality control.
One of the first accreditation systems in Russia was the System of the analytical laboratory accreditation (SALA) which was organized in 1992 to provide the state and other economic subjects with the valid data on the substances chemical structure, materials and other components of chemical analysis. In 1992 SALA accredited the first lab, the Test analytical and certificate centre of the GIREDMET institute.
Nowadays SALA comprises 35 accreditation organizations located in Moscow, St Petersburg, Ekaterinburg, Samara, Nizhny Novgorod, Voronezh, Kazan, Ufa and about 5000 accredited labs all over Russia and abroad. By the way, if the number of the accreditation units has not been changed, the number à accredited labs is ever growing (Table 1). The histogram (pic. 1) demonstrates the up trends are preserved and thus SALA continues working and solving even more complicated tasks. This is proved by the fact that even the labs not dealing with the qualitative chemical analysis are being accredited as well. According to the Analytica Association, the labs engaged in analysis of oil products, building materials, gems, rubber, plastic, metals and other objects, and harmful occupational factors (for instance, for the purpose of work place attestation) and qualitative analysis of substances and material are successfully accredited. In other words, SALA is not the system for accreditation of analytical labs only any more.
Besides, over 200 certified experts, many of which are Candidates Sc and Doctors Sc, work for SALA.
The requirements for the accreditation of labs are hardening all the time. If some years ago the accreditation procedure was rather easy, and the term of accreditation was about 5 years; nowadays some labs are refused in accreditation, the field of accreditation is reduced and accreditation time counts up to 3 years.
The number of the labs accredited by SALA has increased considerably in recent years. This is proved by the ever improving management systems, gradual implementation of automated procedure control means (internal control over the quality test results, management of documents and notes, incl. test reports, equipment control), increase of the specialized training programs and the opportunities for the lab workers develop their professional skills, active participation of labs in the professional test programs.

Number of accredited labs
Economic development requires implementation of new technologies and powerful intellectual and research and development complex. The nuclear of the systems of quality management (SQM) is the regular and profound control of the quality parameters at all production stages from the raw analysis to products supply. Such high-quality control is able to provide the efficiency of production process management and necessary process rhythmicity.
The profound and valid information about the products quality is based on testing both the components and ready products with a view to their accordance with the standard requirements, technical regulations and conditions. Rapid and reliable management of such kind of information is basic for any industrial lab. Thus, the lab must provide the valid data on the results of the carried research: either raw and semi-products or ready products.
Meanwhile, the labs must provide the reliable data storage and guarantee the rapid access to any necessary test results and entire identification of the test themselves (who carried the research, when, what equipment, who approved it, etc.). All these presuppose large archives which keep the test results. This forms the amount of data requiring manipulation, systematization and storage in accordance with the requirements and rules of SQM of a certain enterprise.
The quality of research depends on the timely metrological testing and attestation of the measurement and control devices, and qualification and education of the lab workers.
The complex of the above-mentioned problems is solved at every enterprise individually. The LIMS (Laboratory Information Management Systems) implementation seems to be the most effective and prospective way for the labs’ improvement.
Despite the fact that LIMS have been used worldwide for the past 20 years, in Russia they were introduced in the beginning of the 21 st century. It can be explained by the fact that the attention was mostly paid on automation of technological and production processes, financial support and management, warehousing and storage. Thus the issue of the laboratories’ automation was not considered to be that crucial. However, the problem of Russia’s entering the world market, introduction of the transnational corporations in Russia, severe market competitiveness have changed the situation.
Now the main target for Russia is its WTO accession.. This makes the Russian enterprises switch to the international standards both in production and management. This is especially true for the SQM certification, correspondence of production and products to the international standards, application of the world requirements in financial accounting and planning. This process ended in introduction of new standards which more or less correspond with the ISO organization requirements.
Increase of the internal demand and consuming ability determined the inner market competitive struggle. The struggle of manufacturers transforms into the struggle of brands. This makes the manufacturers discover new market segments and improve the quality of their goods. And this process is connected with laboratory and analytical activity of the enterprises.
Nowadays there are few LIMS manufacturers in the Russian and CIS markets. Mostly they are the subsidiaries or official partners of the world famous manufacturers. At the same time, total number of innovative implementations in Russia does not exceed several dozens of projects.
On the one hand, it is explained by poor activity of the leading world companies (several dozens of them) at the Russian LIMS market, which is determined by the economic instability, weak investment climate, large expansions (premium pay for risk, insurance, language barrier). On the other hand, it is the lack of necessary information at the practical labs, lack of specialists and dissociation of the lab community makes the LIMS promotion even more difficult.
The LIMS consumers in Russia: oil refining companies; petrochemical companies; pharmaceutical companies; food enterprises.
Peculiarities of LIMS market in Russia: - More enterprises start to apply LIMS
- The LIMS market is unstable and chaotic (the first systems appeared in Russia in the beginning of the 21st century).
- At present time there are few direct manufacturers in the Russian and CIS markets.
- Among the favorable factors for the LIMS market development are: Russia’s accession to WTO, development of the new state standards and technical regulations, high product quality and tough competitive environment.
- Among the negative factors are: lack of product-related data, the role of a “human factor”, lax control of product quality, counterfeits and peculiarities of price formation in Russia.

Overcoming the decomposition reaction
Modern state of the market of chemical agents and highly purified materials in Russia. Nowadays about 1900 sorts of chemical agents and highly purified materials are produced in Russia and CIS. 1200 of them are the items from the basic assortment, 200 - highly purified materials and about 500 – high-purity substances of the special assortment. The basic manufacturing enterparises are located in Russia, Ukraine, Kazakhstan (their products are mostly phosphorus compounds reagents). Mostly, these are the products of the oldest enterprises in the sphere: Donetsk, Shostkinsky and Cherkassky chemical reagents plants.
What is the modern state of the market of chemical agents and highly purified materials in Russia? After the decay of the Soviet Union the Russian market lost about 35 % of the chemical reagents nomenclature which the Russian enterprises still lack. A number of important plants rested at the territory of the former Soviet republics, consumers’ demand and competitive activity at the world market required the switch of the production potential, which under the circumstances of poor investment led to decrease of production capacity and overall production.
Nowadays only a few enterprise work stably. Among the oldest Russian chemical reagents manufacturers are: Ural Plant of chemical reagents, Mikhailovsky chemical reagents plant, Aurat JSC. Among the non-specialized plants producing chemical reagents are: Troitsk Iodine plant, Promkhimperm CJSC, L. Ya. Karpov Chemical plant, Kaustik JSC (Sterlitamak), Reateks JSC, Syntez JSC (Dzerzhinsk, Novgorod Region), Altaikhimprom JSC, Novosibirsk plant of chemical concentrates JSC.
Among the young enterprises which appeared during the Perestroika period are: SigmaTek LTD and EKOS-1 CJSC. A wide variety of high-purity substances for microelectronics are produced by ELMA JSC and Firma HORST LTD. Among the research and development institutes IREA Federal unitary enterprise has the largest variety of chemical reagents and highly purified materials. Despite the productivity growth and increase of chemical reagents and highly purified materials nomenclature, the general industry development tendencies didn’t improve. A large number of highly purified materials is imported, because the Russian products being as high-quality as their foreign analogues cannot compete with them in price. Among the main negative factors for the industry development are: the outrunning growth of prices of raw materials and energy resources; transport tariffs as compared to the growth of the ready products prices; large number of outdated equipment and instrumentation; lack of qualified specialists.
If the above mentioned negative factors are overcome, the industry will successfully develop, the productivity efficiency will grow and the products will become more competitive. The state regulation can influence the existing situation considerably.
